Q2IMPACT & Q2GLOBAL Welcome Former USAID Official Rob Jenkins as Senior Advisor

WASHINGTON, DC (May 5, 2025) – Q2IMPACT and Q2GLOBAL, QED Group Companies announced today the appointment of Rob Jenkins as a Strategic Advisor. Rob brings more than three decades of leadership working at the highest level of the USG in conflict prevention, democratic governance, and post-crisis development—and joins at a moment when these skills have never been more vital.
In his new role, Jenkins will serve as a senior strategic advisor and thought leader to both Q2IMPACT – the U.S. Government contracting arm - and Q2GLOBAL, the newly established entity that will bring the same expertise, strategic intelligence, and operational excellence to non-U.S. Government partners around the globe.

Jenkins previously served as USAID’s Assistant to the Administrator for the Bureau for Conflict Prevention and Stabilization (CPS) from 2021 to 2024. A career member of the Senior Executive Service, he also served as Deputy Assistant Administrator for the Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA), and as Director of USAID’s Office of Transition Initiatives (OTI). His leadership has guided programs in some of the world’s most complex environments—from post-conflict political transitions to early recovery and stabilization efforts.
Jenkins holds a B.A. in History and Government from Bowdoin College. His areas of expertise include conflict resolution and peacebuilding, disaster management, democracy, governance, and foreign assistance reform.
